&lt;p&gt;So who do you figure?  Was it Roosevelt? Johnson?  Maybe Bush? Or Bush? Or was it McKinley or what Hearst &lt;em&gt;told&lt;/em&gt; McKinley? Or was it Hirohito in Manchukuo or Hitler at Reichstag or at Gleiwitz, or even maybe Nero at the burning of Rome?&lt;/p&gt;
&lt;p&gt;Could it really have been &lt;i&gt;all of the above?&lt;/i&gt;&lt;/p&gt;
